CIMERWA Plc is Rwanda’s largest cement manufacturer, with an annual production capacity of
1,200,000 tons of cement. CIMERWA operates a dry-process technology plant in Muganza Sector,
Rusizi District, Western Province, and another facility in Kimonyi Sector, Musanze District, Northern
Province. As part of its localization and optimization strategy, the company is recruiting professionals
to maximize production capacity and meet the growing demand for cement both within Rwanda and
across the region.
CIMERWA Plc is looking for an experienced professional to fill the following vacancy.

Position: Learning and development Specialist

Location: Kigali (With assignments in Bugarama and Musanze)

Reporting: Legal and HR Head

Education and Experience Requirements:

• Bachelor’s degree in business and social sciences, Human resources, Management, Industrial
Psychology, Education.
• At least six (6) years’ experience, most of which should be as a Learning and Development
Specialist or equivalent in a busy corporate environment, preferably within manufacturing.
• Relevant professional qualifications such as the Chartered Institute of Personnel and
Development (CIPD).
• Master’s in human resources or psychology would be an added advantage.

Reporting to the Head Human Resources, the Learning and Development Specialist will be
responsible for the following duties:

• Assess learning needs through surveys, interviews with employees, focus groups, and/or
consultation with managers, instructors, or customer representatives.
• Identify learning and development needs through job analysis, appraisal schemes and regular
consultation with business managers and human resources departments
• Design and expand learning and development programs based on the needs of the Company
and the individual
• Lead the design and preparation of learning and development programs that address the
needs of the workforce.
• Evaluate learning materials prepared by instructors, such as outlines and text.
• Develop alternative learning methods if expected improvements are not seen.
• Monitor, evaluate, and record learning activities and program effectiveness.
• Organize and develop, or obtain, learning procedure manuals and guides and course materials
such as handouts and visual materials.
• Consider the costs of planned programs and keep within budgets
• Plan and assess the ‘return on investment’ of any learning or development program
